Title Product & Policy Officer
Description Principal Responsibilities 1. Contributes to continued development and relevance of the banks’ lending polices/procedures.  Collects, collates, analyses and interprets data to align existing and the development of new Bank products and service to meet the changing business environment and customer needs.  Prepares business sectors/sectors reviews, research and policy papers in a timely and accurate manner with appropriate policy recommendations. The papers should be completed within 6 to 8 weeks of receiving the assignment. 2. Assist Team Leader Strategic Planning, Policy and Process in preparing the 3 yearly strategic plan.  Develop the Strategic Plan formulation activity/task list including the formation of a Strategic Planning sub-committee, gather data including SWOT analysis of the Bank and assisting with organizing the logistics of the Strategic Plan retreat.  Analyze the information with Team Leader Strategic Planning, Policy and Process to identify and propose strategies, action plan and measures and formulate Strategic Plan document.  Undertake research, where and when necessary on issues of strategic importance and relevance to the implementation of the Bank’s Strategic Plan. 3. Assist preparation of quality quarterly performance appraisal reports against Strategic Plan and Rolling Plan target for each profit center.  Gathers, collates and prepares performance results from profit and service centers and matches these against the Strategic Plan and Rolling Plan Targets.  Based on the above findings reports to Manager/Management/Board on the performance of each center.  Reports to the manager/management/board on those centers not able to achieve their targets stating reasons why; and making recommendations on how these could be improved in future. 4. Prepares the Annual Rolling Plan targets of each profit center.  Gathers, collates and provides inputs for preparation of Annual Rolling Plan Targets for each profit centers (using the Strategic Plan Model) MERBD to deal with EXCO  Assist operational, financial and other strategies used towards achieving the targets of the Rolling Plan and the Strategic Plan for the Executive Committee and the Board by May each year.  Drafts the write-ups of the Rolling Plan text. 5. Assist preparation of quality quarterly performance appraisal reports against Strategic Plan and Rolling Plan target for each profit center.  Gathers, collates and prepares performance results from profit and service centers and matches these against the Strategic Plan and Rolling Plan Targets.  Based on the above findings reports to Manager/Management/Board on the performance of each center.  Reports to the manager/management/board on those centers not able to achieve their targets stating reasons why; and making recommendations on how these could be improved in future. 6. Contributes to the flow of Management Information to Senior Management.  Prepare an annual comprehensive Economic Overview for the Management and the Board. For e.g Budget Assessment, RBF quarterly economic reviews, Bureau of Statistics data, National Development Plan frameworks, workshops includes knowledge management.  Prepare occasional management information papers within two weeks of the task assigned. – e.g. subsidy impact analysis, liquidity and black listings. 7. Contributes to the Banks external presentations by preparing well-rescheduled and accurate in a timely manner for presentation locally and internationally.  Prepares timely and accurate cabinet/budget data to MCRO for reports.  Supplies information requests for internal or external sources within the timeframe of the request. This involves defining the content, strategic focus matters, product and branding for marketing. 8. Conduct and liaise with respective business units on testing, drafting of head office circular and implementation of changes to the Bank Management System following process re-engineering and new products. Must ensure system changes are in compliance to BMS rules, FDB and RBF minor codes. 9. Attend to other activities as and when required which may include but not limited to:  Supporting the division’s work in governance and Results Based Monitoring.  Maintaining and organizing an electronic and paper record of monitoring reports.  Draft, editing and proof reading letters, briefs, speeches, memoranda and other documents related to the Strategic Planning Section’s work.  Providing minute taking and summary record duties as required.  Perform other duties as may be required from time to time.
Qualification This role requires a bachelor’s degree in business management, or finance.
Experience Shall have at least 5 years’ experience in similar capacity. The incumbent must reflect a strong knowledge of concepts, practices, and procedures of business research and strategic planning. Must have good judgment skills, which are needed for business research, planning and accomplishing strategic goals. The incumbent must have excellent analytical, interpersonal and problem-solving skills, and a firm grasp of economics, financial analysis, market research and mathematics.
