Title Risk & Compliance Officer
Description 1) COMPLAINTS MANAGEMENT • Independent oversight of the complaints management process and ensure that all logged complaints are resolved in a timely manner. • Assess the complaint to verify the details such as nature of complaint, occurrence of a prohibited practice, GCF related complaint etc. • Determine severity of the logged complaints within the stipulated timeframe under the Complaints Management Policy and allocate responsibility. • Follow up with Complaints Officers for any unresolved complaints. • Providing timely updates to relevant stakeholders and carry out presentations on customer findings, analysis and recommendations for resolutions & improvements. • Enhance existing complaints processes and ensure customer complaints are escalated, and responded to within specified timeframes and that responses are thorough and fair. • Providing guidance to complaints handling teams, or acting as an internal escalation point for difficult issues. • Customer concerns investigation as directed by TLERM or CEO. • Identifying systemic issues or root cause of process, policy & capability gaps. • Enhancing complaint handling capability, continuous improvement and improving fairness, transparency, speed of resolution and ease for customers. • Report on the status of complaints to EXCO on a monthly basis and to Board every 2 months. • Report on the status of complaints to RBF on a quarterly basis. 2) BUSINESS CONTINUITY PLANNING • Assist TLERM to carry out a review of the Business Continuity Plan as per policy. • Create awareness of the Business Continuity Plan to the BCP Committee. • Create and facilitate practice drills for plan execution in collaboration with ICT and provide post-test reports to TLERM, CEO, EXCO, Board and Board ERM Committee where appropriate. • • Provide the Secretariat function to the BCP Committee in terms of organizing and facilitating BCP meetings as per the BCP Coordinator’s advice and preparing timely meeting minutes. 3) COMPLIANCE MANAGEMENT FRAMEOWRK • Establish and provide oversight over the Compliance Management Framework for the Bank. • Identify all relevant legislative/ business requirements that FDB is required to comply with; • Specify key responsible staff for monitoring compliance against regulatory requirements, legal, financial and internal/external policies; • Establish procedures and templates to ensure consistencies in compliance assessment; • Ensure accountability by introducing compliance sign-offs by senior management and the board as appropriate; • Include timelines for compliance monitoring; and • Establish structure, methodology and timetable for reporting to the board on compliance related issues. 4) NPL PORTFOLIO MONITORING • Perform regular testing and compliance reviews based on risk grading or loan exposure covering the following areas: o Risk divers and causes of loan failures. o Loan failures vs approving authority. o Recovery projections and the risks they represent • Ensuring that loans conformed to established bank lending policies and procedures and that required documents were obtained and were thorough and accurate during the initial stages of the loan. • Ensures proper monitoring and implementation of the Recovery policy over the loan portfolio and looking for changes that merit a review of lending practices for better risk management. • Evaluates the allowance for loan loss methods/reserves/allocations/watch list • Determine the need for further detailed review or audit of Industry, sector, geographical area, portfolio, portfolio manager or Branch due to frequency or pattern of risk elements common to all. • Carry out hindsight reviews of write-off accounts as requested by CEO and/or EXCO. • Provide a quarterly analysis of the NPL portfolio to EXCO. 5) Prepare EXCO and Board papers as required. 6) Any other work related duties assigned by Team Leader Enterprise Risk Management.
Qualification A minimum degree in Accounting, Economics, Business, Banking or related discipline.
Experience 5 years of relevant work experience in risk management, compliance and/or internal audit, at least 3 years of which in a banking environment.
Salary Salary will be commensurate with qualifications and experience
